No FX Badge on any clips

I can't find the FX Badge to do speed ramping on any new clips. I even made a new project and imported .mp4 clips and still don't see FX badge on top left of my clip. 

I made sure to enable "show fx badge" on the wrench. I even have updated premiere pro to latest update and even reinstalled but still don't see FX Badge on my clips. I have a macbook pro m3 max.

In the most recent version (24.5), the FX badge has moved to the top right of the clip.
