So not only does the "new" PP take 300% longer to uload than 21 now it wont even upload at all, keep getting quota reached icon.  WTF

Hi friend. I feel your frustration and I get it. I've read several of your posts. I think there are a bunch of people here who would love to try and help. But I think we could use some more information. Let's start by listing off your computer specs, your operating system, the type of footage you are working with, and such. Then if you could dive into the details of what you are trying to do along with what steps you are taking and what you are expecting to happen when the breakdown occurs.
