Opacity Masking not working

Hi, I have no extra masks, desired effect just doesn't work, is this bug?

Show entire UI, just a tiny bit of the timeline won't cut it.

Expand all track so we can see what is going on,

And show all effects in effect controls.

What is 001 and Simple 005

The project is a big one, 
001 is the text which I want a colored version of the background to go into (The background is filtered monochrome)
simple oo5 is another title which is fine, ignore that..
Maybe using a track matte filter would work but anyways..
