Good day,
This is a weird one and has been occuring since the newest Premiere update. By default, Premiere is generally assigned Shift+5 for Effect Controls, Shift+6 for the Audio Track Mixer and Shift+7 for Effects.
I use a custom Shift+6 for Effects (so I can easily bounce back between Effect Controls and Effects). As for Shift+7, anything goes (like Lumetri Color).
So everytime, and I mean "everytime" I open up a new project with Premiere, restart Premiere, reboot the computer, create a keyboard layout preset, or even 'reinstall' Premiere, everytime, did I mention "everytime" — Premiere reassigns Shift+6 to the Audio Track Mixer and Shift+7 to Effects.
Unless I am missing some inconspicuous setting in Preferences, this has the workings of a program bug.
But it gets even weirder! After I re-assgin Shift+6 to Effects for the unteenth time, I then re-assign (if I even feel like it) Shift+7 to the Audio Track Mixer. However, when I press Shift+7, the Audio Track Mixer panel, uhm, does NOT open. It almost seems like it is a short-cut key to panel assign bug, and the Audio Track Mixer panel is a more specific part of the issue.
So is there some Preference setting I am missing in Premiere? Is there a work-around so that everytime I open up Premiere, Shift+6 is always assigned to the Effects panel? Is there a deepfile I can access on the backend to make this short-cut key more permenant?

Hi @Skot Wilymz thanks for your post here. We're aware of this issue in Premiere Pro 23.4 and are working on a fix. The issue affects a small number of specific keyboard shortcuts, including the shortcuts to activate panels.
