Pasting onto selected track not working

Hi all, I've been using Premiere Pro for many years and used to never have a problem with pasting clips onto a selected track (V1, V2, V3, etc). Now it's not working. Even if I have both "source patching" and track targeting set to V2, for example, the track will always only ever paste to V1. Any advice?

For clarity, I'm on version 23.0.0, and this issue has persisted after multiple updates.
