What is the fix for a perfectly good video file that has audio oddly distorted and playing and rendering in slow motion in premier pro? Please assist.

This is most common with clips that are variable frame-rate ... in other words, the actual number of frames per second varies throughout the clip. If the program playing that clip back uses a straight number of frames per second, the audio will vary of course.
So ... was this from a phone or screen-capture recording? And is it VFR?

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.

If yes, use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate
