After the last update on Premiere Pro I have massive perfomance issues. I just wanted to check if I am the only one. I am working on Windows 11 are there some issues between Windows and Premiere? And can somebody help me with a workaround because I have 3 big projects but I cant work when Premiere is that slow I cant even scroll through the timeline.

Nvidia GeForce RTX 4070 12 GB
RAM 32 GB
OS: Windows 11 Pro

@EgeEAZ I'm sorry that's happening. Can you open the Progress panel (Window > Progress) and see are there any background processes running?

Yes I can and I closed everything that was running. But it changed nothing.

Thank you for the help. The 1st step worked. Now its back normal. One last question: Do I need to start it everytime like this on that project thats not running well?

@EgeEAZ I'm glad to hear it! No need to do this every time, it's just a troubleshooting step. What it tells us is that you have a third-party plugin installed which is causing the problem. You'll need to remove or maybe update the plugin if there is an update.
If you re-launch as normal and then go to Window > Extensions, is anything showing up there? If so, you can find those installed in C:\\Program Files\Common Files\Adobe\CEP\extensions. Removing any installed extensions there and restarting Premiere Pro is effectively uninstalling them.

Okay so I uninstalled every third-party plugin but on this project I still have perfomance issues. I recorded some parts with Insta360 Go 3s and I get this feeling that is causing the issues. Because I opened older projects and Premiere runs perfectly. Is it possible that the footage of Insta360 Go 3s is responsible for the bad perfomance? Do you have some information about that?

@EgeEAZ I'm sorry, I got my terms crossed. Premiere Pro has two ways third parties can build into the app: plugins and extensions.
Plugins cover things like formats, codecs, control surfaces, and hardware I/O. When you launched Pr holding shift and clicked the box to disable third-party plugins for that launch, that was disabling these.
Extensions are anything that includes a third-party panel. They are not disabled by launch option mentioned above, but I gave you their install path by mistake. So, forget what I said previously about Window > Extensions and the \Adobe\CEP\extensions folder.
Instead, you should look at which plugins you have installed, since you know disabling plugins for one launch solved the issue. You can find these by opening the Effects panel, clicking on the panel menu (three horizontal lines next to "Effects") and then choosing "Manage Video Effects". That will list all installed plugins and their paths. You can disable them there, or, go to the file path shown and remove them and then relaunch Premiere Pro.
