Photoshop and animation

Everytime I try to copy and paste a folder layer as a new frame, Photoshop moves the contents of the folder layer ( sub layers ) I have to waste so much time trying to fix each folder and the whole point of copying is gone. It is very time consuming and pointless. If Photoshop timeline option is not working properly then pls get rid of it.
