The intention: I am drawing in a Photoshop layer on my Wacom tablet and would like to record the process as a video (chosen layer only). Later I want to work with it on Premiere Pro.
Help very appreciated! Thanks.

Premiere does no do screencapture.
What you need is screencapture software such as Camtasia.

What I would like to record is not what the display shows, but only one layer of Photoshop. Maybe there's no solution for my problem.

If you want to record just one layer you turn all other layers off.

Would it be correct to say that you want the layer behind the one you’re drawing on to be visible while recording, but not appear in the saved recording? I don’t think any screen recording utility offers that feature.
If the layer behind your drawing layer can be colorized green or blue, you could use Ultra Key in Premiere Pro or Keylight in After Effects to key it out. However, this would also remove any green or blue present in the drawing layer you want to keep (Keylight has an "Inside Mask" option to address this).
Alternatively, you could try recording your work on the drawing layer as a Photoshop Action. Then, once finished, screen record that Action playing back with a new layer while all other layers are hidden. A challenge with this approach is that the Action plays back as fast as your computer allows, which might make the timing feel unnatural.

In addition to Camtasia mentioned by Ann Bens, if you're running macOS you can start a screen recording using command + shift + 5 to bring up the screen capture options and start a screen recording or with QuickTime Player use File > New Screen Recording.
