Pictures must be RGB not CMYK - old forum link is gone, so just save pics as RGB to use in Premiere Pro

Open the images in Photoshop and save them to a new jpeg (or psd) file.  Then import the new files into Premiere Pro.

Yes, Pr does not support CMYK jpeg files. Use any tool to convert them to RGB. This can be done in Photoshop: https://helpx.adobe.com/photoshop/using/converting-color-modes.html
