Pixelated Export

 Im getting this pixelation on my export and no matter what i do i cant get rid of it, it looks fine in premiere and the export. I've tried changing bitrate settings (increasing, changing to CBR and VBR1 with different targets and max). I've made sure my sequence is the same framerate as my source, my field order is progressive. I even used the source videos before and the export was fine, I wanted a shorter edit so all i change was the scale and changed the speed to 80%.

Nor do you need Optical flow.

Try turning off Maximum Render Quality.

You don't need that setting.

Turning it off got rid of a little bit of the pixelation but its still there
