pixilation bar random

i have a random bar shaped pixelation area appearing during videos for no reason this never used to happen and its doing it on all types of footage for no reason, the raw footage is crystal clear so this is a premiere issue, raw imported footage adds this straight away now, can be a full bar of pixelation or a random render issue across.
only ever in this bar area, can not figure out why this happened and now happens randomly on all footage.|
re-rendering new footage does not fix the issue premiere just adds it on the footage again, it will render with this aswell.
running highest and latest hardware and this never used to happen.

Delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

If that doesn't work, try creating a new project and import the old one into it.

i tried everything it all failed, i also tried downloading a free video editor to see if it had the issue aswell and it was crystal clear like the raw footage so its only happening in premiere pro.

Si estás en Windows podrías intentar cambiar la aceleración GPU desde el menu File / Project Settings / General... aquí encontrarás la pestaña Video Rendering and Playback, cambia la que dice Renderer a otro que no sea Sofware Only, este lo usas como última opción.
