Play button does not work in premiere pro

The play button doesn't work I use adobe premiere pro 22.6.4 on windows I use windows 10 pro ,os build 19045.2673. The basic steps to reproduce the problem are, Creating a text later typing any random thing then click on the text layer and the click on the clip you have on the timeline and you will notice that the resoultion of the preview changes everytime you switch between layers and also the play button will stop working. It is expected for the video to play and for the playback resoultion to not change.

Go to File > Project Settings > General... > change the Renderer setting to "Software Only". and try again.
