When ramp this videoclip playback looks stuck and glitch

We would need more details to diagnose the issue. Are you experiencing playback issues while speed-ramping your video? If so, please let us know more about the system specs (OS, CPU, GPU & RAM) & the version of Premiere Pro that you are using. Also, have you tried rendering the sequence (Sequence > Render In to Out) to check if it's playing properly?
