Playback issues in timeline but export looks good

All of a sudden my playback is showing artifacts in panning shots and in dip to black transitions. When I scrub through the footage frame by frame it's fine but during regular speed play back it shows the artifacts. The project looks great after its expoerted so I know its a display problem in my timeline. I have the same problem in all my old projects as well. I cleared the media cache but that didn't help. I'm getting one random 

"frame substitution recursion attempt" message when the project is reopened as well, so I'm not sure if thats an issue too.

Any suggestions would be greatly appreciated!

I figured it out, I rolled back my graphics card driver and that solved the problem! I hope this can help somone else out!

You might need to 'render' the parts of the timeline that are displaying poorly.

Perhaps you accidentally changed your playback resolution to lower quality? Check under the "View Menu" View > Playback Resolution.

Sorry about the issue. Could you share your system details (OS, CPU, RAM, GPU)?  Which device is used to capture footage? Could you also share a screen recording that exhibits the issue?
