Hello,
I recently imported some old VHS footage to my computer using the Diamond One Touch capture device. The video file was saved as a .mpg with the following properties:
When I imported the file into Premiere Pro and began to edit it, the footage flickered green and jumped around. The audio seemed to work fine. The issue persists beyond the preview screen if I export the footage as well.

Any ideas what's going on here?

The cheap USB capture devices can be problematic. Your best bet is to use a Firewire based DV converter. The video below might be helpful.

What does the footage look like if played in a media player outside of Premiere?

I seem to me Premiere is rejecting more and more mpeg files.
If I were you, I would convert everything to Prores 422 HQ
