Playback Not Playing after hitting spacebar

Hello! Since getting a new computer I have had issues with playback in Premiere Pro. When I add videos to the timeline, add effects, slow motion, or transitions, I hit the spacebar and it won't play. In the playback screen it is showing the "PLAY" button changing when I hit the spacebar, but nothing happens. It seems to get worse overtime. I initially thought it was a computer error and returned the first computer I bought and got another one, but now this one is having the same issue. I have cleared the media cache and have the playback screen at 1/4 resolution. Before I was able to close out of the program and reopen it and get the space bar to work again, but it is not working anymore. I'm able to keep editing, but I need playback so I can make sure I'm matching the music with the video. Please help.

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).

If that doesn't work, try creating a new project and import the old one into it.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:
