The Vertical line on my playhead doesn't seem to line up with the Pentagon at the top so all my cuts are a few seconds off, any help?

What happens if you zoom into the timeline. A few seconds is a lot of error.

That's really odd, I've never seen that before myself. Does it happen on all projects? If you open a new one? an old one? Any footage? Or just particular footage? What is the framerate of your footage and your sequence settings? Have you tried rolling back one version of Premiere as it might be the current version installed? What is the version you have now?

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn't work, try creating a new project and import the old one into it.

That look like a screen redraw issue that most often is solved by upgrading the drivers for your GPU. For Nvidia drivers, use the Studio Driver. Try it and report back.
