I've noticed this issue hasn't been fixed for a long time now. The problem here is with plugin properties not being animated on adjustment layer, but it's animated when applying to clip itself. In my case it's bcc effects.
This is really frustrating, because doing effects on adjustment layer is way more convenient and fast, than applying to clips directly.
Developer says, that this issue is on Premiere Pro side, so please fix it already
