Although i had hopes for 23.2, there is a huge prblem that still has not been resolved - an insane amount of lagg as if im editing on my 2009 HP laptop. Although Francis states the issue has been resolved I ca confirm it has not.

DANG, that's rough @azsound!! I'm experiencing almost every issue you described!
I'm so familiar with Premiere that I don't even want to take time to learn a new editing software, but I'm on a verge of saying "SCREW IT" and spening few months doing a deep dive into Davinci or something else.
Dynamic Link is good, but like you said, we don't use it on every project, AND dynamic link doesn't work everytime. Sometimes I have to delete that link and import the link again..
Maybe Adobe needs to stop coming out with new updates, new features and focus on the OG apps!!!

I have Premiere running on a high end HPZ8 PC (windows 10, latest update) with Nvidia Quadro 5000 GPU and 192 GB of Ram. The OS and Apps live on HP turbo SSD chip drives and the media resides on project specific SSDs. I have had the poor timeline performance for a several years. I have followed all of the suggestions and did a complete Windows reset and re-install of all adobe apps. This machine is dedicated to video editing only. It seem that the underlying issue is the Nvidia CUDA application and Premiere. Interestingly enough, I have editied the same project on a Mac Studio and don't seem to have the issues. I wish Adobe would address this problem quicky rather than adding new creative featrues! I just need a reliable working editing platform and I like Adobe. This is so frustrating as I can't get my work done as I am spending time and moopny trying to fix this issue! HELP!
