Is there a way to make my subtitlesd have a pop in and pop out effect

Closed Captions (e.g.  608) have an option called "Pop-On." I'm sure this is not what you want. And you cannot animate the

properties of PR "captions." You have to make them as regular graphics text.

Right. You can't do that with PR captions. Create regular text titles.

To change a caption stream, right click on the caption header in the timeline, pick settings, and change there.
