Position and Scale seems to change arbitrarily after rendering

Hi folks. I'm editing a music video and am having issues where it seems the position and the scale of the image on the bottom has the correct position and scale. For some reason, when I render, it changes to the first image where the layer on the left is cut off. When I go to export, the correct position and scale exports. I have tried rebooting re-setting the sequence settings, opening it up on three different versions of (2018, 2019, 2020) all to no avail. 

Anyone have any advice?

In your sequence settings, are the pixel dimensions for your Preview (render) files the same as the pixel dimensions of the sequence itself?
