what error messages are you getting?
is it an old project you are opening on the latest premiere pro update?
are there any third party plugins used in your project?
did you backup before updating? you can always have both the working
version and the new version of premiere pro by the way...

Delete the Media Cache and Media Cache files:https://community.adobe.com/t5/premiere-pro/faq-how-to-clear-your-media-cache-in-30-seconds-in-premi...Then try creating a new project and import the old one into it.
