Premier Pro Blinking Black

Hello. I am new to Adobe Premier, and i was editing my video. when i was done i went to look at it and every 5-7 seconds it blinked black. i thought its a program issue so i just exported it, but when i exported it, it also blinked black just like in preview. Take a look at the video:

WINDOWS, H.264
CPU: AMD RYZEN 7 5800X 8-CORE PROCCESOR
GPU: RADEON RX 570 SERIES
RAM: 16 gb

Are you using Mercury Playback Engine GPU Acceleration? Yes tried both, not working
