Premier Pro loads up fine , cant open projects, when i click on it i just get a little opaque white

Priemere Pro loads just fine, however when i go to open a project i just get a little white bic where my mouse should be that popos up every time i click to open it. i have re installed the progrsm multiple times along with deleting all my plugins as well as re setting my preferences. at least on my side i feel that i have exhuasted all troubleshooting on my side and need further inquiry on finding a solution

its every project, opnly way i can open a project is by starting it brand new , which as you know isnt very helpfull especcialy with deadlines

Interesting. So, if you make a new (empty) project, close PPro, re-open PPro and try to open that newly-created project, same behavior? 

Confirming: Same behavior, regardless of whether the .prproj is on a local drive, external storage, and/or a network volume?

Ok, last annoying diagnostic question (for now, haha); if you have that one new basically empty project open, does opening another existing project still take forever?

Well thats the issue i cant open any exsisting project once i leave it due to the error mentioned previously of course
