For Background: I'm working with another team which does our raw cuts of videos, and then sends us the projects back.
Starting yeasterday when we attempted to open these projects, Premiere stops at 70% and will not finish open.
Double checked and everyone is one the same version of Premiere and After Effects.
We're on Premiere 23.3, but since this issue started, we've tried every version of 23.x, as well as 24, and we're still having the same issue. We've also tried the following: reset settings when opening Premiere, purged cache, removed third-party plugins, disabled Mercury Transmit, 30 second power cycling the computers, uninstall/reinstall CC, but nothing works. We've also tried the work-around of opening a different project and importing the project that wouldn't open, but it sits at 70% when importing.
We've even used a fresh PC, with no previous installs of Premiere/Adobe (so there were no old settings causing an issue) and the projects still won't open.
We've left the machines alone tring to open the project for 15+ minutes, but still nothing.
Specs:
Adobe Premiere & After Effects 23.3 (tested from 23.0 through 24.0 with the same issue)
Windows 11
NVIDIA RTX A2000 12GB
12th Gen Intel(R) Core(TM) i7-12700 2.10 GHz
System type 64-bit operating system, x64-based processor
SSD 431GB Free
These are the same specs of the brand new computer we also tried in our troubleshooting process.
We usually work off of an internal network, but I've pulled the projects and footage onto my local desktop to avoid any potential network issues that could be causing this.
The picture posted below was after 10 minutes of waiting, and the Estimated Time Remaining went up to 6 minutes right afterwards.
Worked with Adobe Support. It iwas an IT permissions issue on our end. Once our machines were given full-admin access, the projects opened without any issues

Adding to this: When I disconnect my computer from the internet, the project will open in moments. This isn't a sustainalbe solution since we work off of a network normally, so I'm hoping the community has some insight or fixes.

I have same issue. I have tried to give all permissions what I can find, but still stucks at 70%. How you did it?

Unfortuntly IT did it, so I do not have solid advice on what they did.
We ended up having the other team offline all footage before sending the final project. This stopped PP from trying to automatically relink footage, and allowed us to open them and relink without issue.

Adding to this since the problem has continued when opening much older programs: When trying to open a program that links to footage on a server, I've had good luck turning off my PC's internet, opening to project, then reconnecting online. The program opens right away.
