Premiere 24.0 - Cannot Sync Settings

After upgrading to Premiere 24.0, when I select "Sync Settings Now" to upload my updated settings, nothing happens. No errors. No window pop-ups. No actions. I tried to "Manage Sync Settings" to a different account with the same result: nothing. I do not want to attempt "Clear Settings" because it will nuke all the settings I have locally. I did copy them out of the C-drive to a folder on the desktop, but still. I've completely lost my settings during Premiere upgrades enough times to use it as a last resort.

One more note: I did already try removing Creative Cloud Desktop App using the Removal Tool. That did not solve the issue.

I have been experiencing the same issue with the new and older versions of Premiere. Will anyone in Adobe adress this bug? This software is going down the toilet...
