Premiere/ After Effects? How to make gamified map

Hi guys! 
So I  am on a project to take a map and basically animate it. The locations on the maps should be able to be clicked and a video pop up, then you have the option to go back to the map. Anyone have any advice on how to make this?

Think you need other then Pr and Ae software to do this. But dont ask me which software.

Off hand, I'd say you need a scripted solution with JavaScript, SVG and CSS.  But you need to be more specific. 

 

  • Is this a Google Map or a custom map of your own? 
  • Is this interactive app being used on a kiosk, XBox, Android, iOS... or is it going to be used in a web browser? 
  • Will the video content be static or dynamically sourced from exernal servers like Amazon S3 Buckets? 
  • And how good are you at programming?
