Premiere audio VST problem

I' am using 3rd party VST plugins for my audio, everything works well in timeline, but when I render out, then some VST plugins do not apply, but it does selectively, same audio (cuted from the same clip), same plugins but some cuts are lower volume, I'll add images to explain.

It is an issue with 2021 version (currently 15.4.1). In 2020 edition this anomaly does not occur
