Premiere CC 2022 hangs on opening not getting past Loading ImporterQuickTime.prm

Hi,

I've moved to a new work PC as the old one died. The old one had some issues loading various CC programs properly, particularly popping up error 87.

The new PC with fresh installs of the adobe CC products (2022) I'm getting error 87 on several programs and Premiere is hanging after producing the same errors and not getting past Loading ImporterQuickTime.prm on the splash screen.

Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz 3.19 GHz. Installed RAM 24.0 GB
