I'm currently working on multiple projects in Premiere CC (Version 13.1.2 Build 9), each contains over 20 sequences.
Every time I close unused Sequences tabs and leave only the desired one, save and reopen project Premiere randomly opens an old sequence or many different ones in tabs from the project library.
The only way I can resolve it is to create a new project and import entire old project, open desired Sequence, save, reopen. After few hours of work, or opening the preject on a different machine (same specs) random sequence will open again.
This issue has been reported years ago on forums for Premiere CC and CC 2014, users claimed it was a bug fixed in CC2015.
My production has recently upgraded from CS6 to CC Version 13.1.2 (Build 9) and the issue it very much there for us.
Is this known to anyone else? Any feedback highly appreciated!

Can you tell me if PPRO open up on the same workspace as the one you were using just before quit PPRO ?

Yes, it's the same workspace preset.
The issue is consistent on the same workstation as well as on few others we work on using the same workspace preset across entire production.

You seem to have a team account. I don't really know how workspaces are managed. If you can try Sync your settings on the cloud icon at the very left bottom of your interface.
Also can you verify that the option " Automatically clear settings on application quit " is not checked.
I have never faced this issue. I know that the each workspace keep the number and order of opened sequences so if you change workspace it will show you only the opened sequences in this particular workspace. That's why as was asking you this question. Otherwise, I can't help much.

We work on multiple workstations but all Workspace presets are manually copied into corresponding folders. We don't sync anything with an online storage.
I thought a Workspace Preset is responsible for the layout of Premiere windows not the opened tabs.
Working in CS6 I would tidyup my project, leave only a couple of Sequences open, ready for my review, save the file and open it on another machine. So the information about opened Sequences must be stored in a file.
Thanks for your help!

I'm not really sure to understand everything , working with CS6 project , importing in PPRO CC 13 ? Using workspaces saves from different versions ? By the way, I forgot to told you about something to verify, see if you can create a project the way you want it to be ( in the last version you are using ) and on the computer of your collaborators, ask them to activate in the " Window" menu / Workspaces/ Import workspace from project. Give it a try and let us know.

After few days of testing:
- reset all preferences in Premiere CC (deleted all my saved workspaces)
- created a new CC project
- created new Workspace in CC
- after few days of work there are 3 new sequences in the project
- Premiere opens a random sequence in the correct workspace layout, it's a different sequence depending on "Import Workspace from Project" on or off - never the correct, latest one that I had opened when saving this file.

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

Thanks for this,
I have tried the above. I've also rebuilt my project and re-created Workspace preset.
After few days of testing I've got 3 sequences in my project.
I work in Sequence 3 and have only this one open in one tab befere Save.
When I re-open Project, layout is the same and either Sequence 1, or Sequence 2 open in a tab.

was there ever a solution to this, I have the same problem. Despite closing out of a prject with 8 tabs on the timeline when I reopen PPRO it has only one tab and I have to open the other 7 sequences.

Thanks Ann,
I have this enabled and the sequences are restored when I re-open my project.
Sadly this happens at random. Rarely the same sequences I save open.
