Premiere Changed CBR Export Value During Rendering 15.4.1

While exporting H.264 format, 4K, 3840x2160, 25fps, 100mbps video. an estimated output file size of 10 GB. That's what I want. But for some mystical reason I get 3.17GB file with 35mbps bitrate. Does someone know why Premiere changing CBR bitrate and how to fix it?

Played for half a day changing different settings. Problem was in Hardware Encoding. When I switch it to Software Encoding video rendered with correct bitrate. Which is super upset and weird cuz it took much more time for export video and don't use all my PC performance...

I'm not at my PC at the moment so I can't post a screenshot but your problem might be due to the codec 'level' setting.
