I've had a problem that seems to affect me for seemingly random projects.
First, upon rebooting a Premiere Pro project w/ dynamic links to an AE file - those dynamic links have become unexplainably unlinked. No files have moved between sessions, and all external media sources (hard drives, etc.) have been mounted. If it matters, these are pretty standard title graphics.
Second (the more serious problem), upon right clicking the offline AE files and relinking, I get the rainbow wheel and I have to force quit Premiere (this happens in pressing OK after finding the file in the browser.
Currently, my only workaround for this is to re-import the AE files and replace them in the project manually, which is a pain. When opening the project, I'll have to bring in a new version of every AE file each time.

FYI my current workaround is to rename the hard drive so that it's the same path as the original AE file. Welcome to 2018 with Premiere Pro.

This still happens in 2022 in Adobe Premiere 2022. Pathetic, should have been fixed long ago and the entire dynamic link system still sucks and has not been improved in years.

I have the same problem in 2022 also. Just a crash saying serious error ghas occured.
