Premiere freezing when picking file destination

When exporting a video and selecting the file destination, instead of the file exploere popping up, nothing pops up and priemere is effectively soft locked. 

When trying to select anything else, you get the ding telling you that you need to make a selection in the window however like I said there is no window, this has happened 3 times in a row when doing this and the only thing that seems to help is waiting on the file destination long enough for the preview text to fade in.

Has this always been the case when using PPro on this system, or did the behavior change with a new/recent build? [If so...which build?]

Is the system connected to network storage? If so...how are those network volumes mounted, by the edit system? [Any recent changes in this area?]
