Premiere plug in for HLS mp4

Is there a Premiere Pro plug in for HLS mp4? So that HLS (streaming) mp4 doesn't play back choppy? A Google Search brought up this result:

DPX, YUV and YUV streams are also supported as well as DASH fragmented MP4 and HLS/M3U8 h.264/ACC stream sets.

do you have experience with the medareactor plugins? i've tried reaching out to their support team and no one will respond. Trying to efficiently export for HLS and this seemed like a good avenue, but from what i can tell after downloading there are no foolproof answers.
