Premiere Pro 15.4 Not Responding After Clicking Transcribe Sequence

As of this morning, opening the Text panel and clicking on "Transcribe Sequence" causes PPro to stop responding. The words "Creating Audio Transcription" with "Transcribing Sequence (rendering audio)" underneath appear, as well as a progress bar, but PPro goes unresponsive each time with no progress. Fixes I have tried that did not work:
Restarted PPro
Deleted Media Cache
Created new project and imported the previous project sequence
Restarted computer
Uninstalled/Reinstalled PPro
Signed Out and back in to Creative Cloud

I did try creating a new project, then recorded a short, simple voice track and it did transcribe without crashing.
