Premiere Pro 15.4 wont start up

My premiere pro is unable to launch. If I click to start, I get the loading circle by the mouse then it disappears and nothing happens. If I try to force it to start the computer crashes and reboots. I tried uninstall and reinstall and that did nothing. my PC is and i9-9900k with 64gb ram and 2080Ti so I don't believe its the hardware.
