Premiere Pro 2022 Export and Sequence Do not Match 1:1 Output

Both sequence and export settings match the original file properties, and export is set to "scale to fit". Same output occurs with all scale export options.

Here is how it looks in the timeline: 

 

 

 

Full screen video output of the export appears the same as full screen mode in Premiere, black borders around everything.

This never happened in previous versions of Premiere. Bug fix in the works?
