I am new to Premiere Pro. Can someone tell me how to make the text on Premiere Pro User Interface panels larger and brighter?

Not sure if Premiere Pro has a setting to change font size of the UI. You can change the color of the interfaces in the Preferences > Appearance.

You could change the resolution of the UI of your system and Premiere will follow along. Both Mac and Windows have these settings
