premiere pro 2024 does this weird project file loading bug

so, sometimes when i open a premiere project file, it doesn't load up entirely, the timeline and screen panel sections are greyed out!

the work around it is to choose any of the options on the very top left corner of premiere pro (i. e choosing the view option)

then those greyed out sections are now correctly loaded up! i don't know what's the correlation?!

but whenever i scroll inside the timeline it gets frozen and doesn't update any scrolling i do in real time! the work around it is to reset the saved workspace and then everything works as intended.

it's not my PC because that doesn't happen in premiere pro 2023!

please is there a fix for that?

i tried to uninstall and reinstall but the issue keeps happening!

i tried on update version 24.0.3 and 24.1 and it happens on both!
