Premiere Pro 22.3 Error "Directory object cannot construct with this path."

Hi all,

Installed Premiere Pro 22.3 today via Creative Cloud and when I lauch the Premiere Pro it comes up with the error "Directory object cannot construct with this path."  

Am on MacBook and using Monetery 12.6.1 

Tried uninstalling and reinstalling, same error.

No idea what directory its trying to create. There was a solution from someoen to inspect the premiere settings folder permissions in /Documents/Adobe/Premiere Pro/22.0   But no idea what and how to do this. Please help!
