I did as demonstrated in the guid you sent
It didn’t help (I deleted the plug-ins 7.0)

The premiere get stuck when loading playerMediacore.prm

Have you updated any drvers lately? I may be worth updating your graphics driver.

Windows 11home v. 21H2
Premiere pro 2022 22.3.1
It’s happening when i try to open the software

C:\ProgramFiles\Adobe\Common\Plug-ins\7.0\MediaCore

I'd suggest reseting (trashing) the Premiere Pro system preferences as below:
