Ann Bens has posted a link to guide you on how to post sufficient information in order to get a helpful reply. We need more detail on your setup and what's happening. Otherwise, we're just guessing.

There is an Adobe technote on Premiere Pro hanging on the start-up screen. Have a look at the link below and follow the steps to see if it resolves your problem.
https://helpx.adobe.com/premiere-pro/kb/startup-screen-hangs-premiere-after.html

If it doesn't result in a solution, give us more details, including what you have tried doing.

Give more details of your setup including:

- Operating System
- Exact version of Premiere Pro
- Does it happen whenever you open Premiere or a speific project?

Have you updated any drvers lately? I may be worth updating your graphics driver.

To confirm you have moved or deleted plugins at:

C:\ProgramFiles\Adobe\Common\Plug-ins\7.0\MediaCore
Is that correct?

I'd suggest reseting (trashing) the Premiere Pro system preferences as below:

Have you tried setting up a previous version of Premiere Pro?

Often troubleshooting issues involves a lot of trial and error to pinpoint the cause of the problem and thereby find the best solution.
