Premiere pro Audio tracks

Hello I am editing a video on premiere pro and for some reason tracks 4-6 will not let me add any audio to them, I have checked and they are not locked or anything like that.

That's because those tracks are 5.1 tracks, they need to be Stereo/Standard.

I'm having the same problem. In the screenshot provided, I'm highlighting a piece of audio for which I couldn't find room in tracks 1-3, but when dragged beneath them into track 4, it bypasses 4, 5, and 6 entirely and settles into track 7.

Okay, I figured out how to change these stubborn tracks to stereo, in case anyone else is running into this problem.

Right-click on Track 4 and select "Delete Tracks".
Highlight "Delete Audio Tracks".
Change the selection from "All Empty Tracks" to "Audio 4".
Click "OK".
Track 6 will now be stereo instead of 5.1.
Repeat these steps 2 more times, and then tracks 5 and 4 (in that order) will be stereo as well.
