Please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card
Did it used to work? Have you done any updates that might have broken things? You might try resetting your preferences. One of the first things to try... Do you see the premiere "splash" screen? If so, you can see what's loading and can usually get a clue to where it hangs or crashes..
