Premiere Pro doesn't see preset files & Presets disappear

1.) I have couple text presets that are in .prfpset, downloaded from an official place with updated in 26th february. It was available until 1-2 weeks ago and I can't import it because when try to import, Premiere doesnt see those files as importable. Presets made for 23.1 or higher, Im using 23.2 . 

2.) When I import any Presets manually to my Premiere Pro, after closing/opening the app, those Presets disappear from presets table in Premiere Pro, what would be the cause of this?
