Premiere Pro Exports full of glitched frames... help!

I have been having export glitches with the last couple versions of Premiere. It happens most when exporting Red footage and iPhone footage.

Every several frames on the Red footage has a glitched frame. What the glitched frames look like:

Footage from the iPhone will have several frames in a row where the footage degrades and then gets better. Those glitches look like this: 

I also experience these kinds of glitches in the timeline during playback all the time, no matter on the format of the footage.

What could be causing this and how do I fix it!?  Thanks!

I have a Mac M1 Pro running Monterray. Running PPro 2022's June update.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

So if I understand correctly, Premiere Pro, supposedly a Professional editing software, can't handle either professional footage from Red cameras or consumer footage from iPhones. So in order to use this professional software, Adobe's workaround is to make me buy a third party app to convert ALL my footage to a non-professional, compressed, non-RAW format so that the professional editing software can handle it without glitches?

I wonder why people are jumping ship to other platforms.🤔

Missed the points...

Red RAW footage converted to anything is no longer Red RAW footage and doesn't have the data to properly color grade. 

Plus, as a professional, I don't have time to convert all of my terabites of footage from each shoot.

Not to mention a professional program should be able to handle and convert footage if a free app can.
