I have recently purchase and downloaded Premiere Pro and its extremely glitchy. For example, my video is 45 seconds long. When i play the video, it will play for 3 seconds and then jump back to the begining and the picture will freeze. It will then catch back up and repeat itself. So it takes me 2 minutes to get through a 45 second clip.
Im at the point of wanting a refund because im loosing patience. If there is someone that can help me out would be muchly appreciated.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?
If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Hi Molly,
If Bob's suggestions did not work, set your default audio input to "No Input" in Preferences > Audio Hardware. See if that works for you.
Thanks,
Kevin
