Premiere Pro freezes when clicking on the save location hyperlink in the Export section

Bug description:

When eporting a video throught the export tab and trying to rename a file by clicking on the save location hyperlink, the file explorer often does not pop up, leaving everything unclickable. When you do try to click on something, you get the error sound. The only way to resolve the issue is to manually end task for Premiere Pro in the Windows Task Manager.

This bug has caused me to lose a lot of work, as Premiere Pro freezes most every time I try to export.

Steps to reproduce:

1. Open a project in Premiere Pro.
2. Go to the Export section.
3. Click on the save location hyperlink.
4. Nothing pops up and Premiere freezes.

Expected result:

The file explorer should pop up and allow you to browse save locations and rename the file.

Actual result:

The file explorer often does not pop up, leaving program frozen and everything unclickable. When you do try to click on something, you get the error sound.

System information:

• Adobe Premiere Pro version: 23.6.0 Build 65
• Operating system: Windows 11 Home 22h2
• CPU: 12th Gen Intel(R) Core(TM) i9-12900HK 2.90 GHz
• GPU: Nvidia GeForce RTX 3080 Ti
• RAM: 64.0 GB

Have you tried:

resetting preferences,

reset workspace,

make new project and import old one,

reinstalled the program and used cleanertool?

I have tried everything but the cleaner tool. Do you have a link?
