Premiere Pro freezes when I try to open preferences or export menu

Hey everyone!

I am using Premiere Pro 2023. It was working perfectly, and a few hours later, as I went to File/Export, it froze. To see if I could help the issue, I tried to access the preferences after restarting the program, but it froze the same way as soon as I clicked it. It doesn't matter what I tried, I am still unable to access the preferences, the project settings or export through the File/Export Media options. Thankfully, I managed to extract my work by clicking on the export tab in the upper left corner. However, the program now runs unreliably, and I can't change any of the options.

Here are the things I tried so far (None of them worked):

- Updated Premiere

- Updated to the freshest graphics driver

- Switched to the freshest Studio driver

- Reset the preferences after holding Alt during startup

- Deleted the Media Cache

- Reinstalled Premiere

- Made sure all Adobe directories are not Read-only permission

At the same time, After Effects is working well. I am able to work in Premiere as well, but it crashes every now and then by itself, and it crashes every time I try to open the preferences. After a crash, I can only open it again if I restart the whole computer. Otherwise it gets stuck on loading media core elements.

I am using Windows 10, and here are some specs of my PC:

Processor: Intel(R) Core(TM) i7-7700HQ CPU @ 2.80GHz 2.80 GHz

RAM: 32 GB

Graphics card: GeForce GTX 1060

Any help would be much appreciated. Thanks!
